There were peaceful demonstrations on September 12 in Benghazi and Tripoli condemning the attack; people held such signs as "Chris Stevens was a friend to all Libyans," "Benghazi is against terrorism," and other signs apologizing to Americans for the actions in their name and in the name of Muslims. On September 21, about 30,000 Libyans protested against armed militias in their country including Ansar al-Sharia, an Islamist militia alleged to have played a role in the attack, and stormed several militia headquarters, forcing the occupants to flee. On September 23, the Libyan president ordered that all unauthorized militias either disband or come under government control. Militias across the country began surrendering to the government and submitting to its authority. Hundreds of Libyans gathered in Tripoli and Benghazi to hand over their weapons to the government.
Senior officials are increasingly convinced, however, that the ferocious nature of the Benghazi attack, in which rocket-propelled grenades were used, indicated it was not the result of spontaneous anger due to the video, called Innocence of Muslims. Patrick Kennedy, Under-Secretary at the State Department, said he was convinced the assault was planned due to its extensive nature and the proliferation of weapons.
There is growing belief that the attack was in revenge for the killing in a drone strike in Pakistan of Mohammed Hassan Qaed, an al-Qa’ida operative who was, as his nom-de-guerre Abu Yahya al-Libi suggests, from Libya, and timed for the anniversary of the 11 September attacks.
According to security sources the consulate had been given a “health check” in preparation for any violence connected to the 9/11 anniversary. In the event, the perimeter was breached within 15 minutes of an angry crowd starting to attack it at around 10pm on Tuesday night. There was, according to witnesses, little defence put up by the 30 or more local guards meant to protect the staff. Ali Fetori, a 59-year-old accountant who lives near by, said: “The security people just all ran away and the people in charge were the young men with guns and bombs.”
Wissam Buhmeid, the commander of the Tripoli government-sanctioned Libya’s Shield Brigade, effectively a police force for Benghazi, maintained that it was anger over the Mohamed video which made the guards abandon their post. “There were definitely people from the security forces who let the attack happen because they were themselves offended by the film; they would absolutely put their loyalty to the Prophet over the consulate. The deaths are all nothing compared to insulting the Prophet.”
The term "Africans" is used in Libya to reference the country's black minority. The Amnesty International researcher Diana Eltahawy says that the rebels taking control of Libya have tapped into "existing xenophobia". The New York Times refers to "racist overtones", but sometimes the racism is explicit. A rebel slogan painted in Misrata during the fighting salutes "the brigade for purging slaves, black skin". A consequence of this racism has been mass arrests of black men, and gruesome killings – just some of the various atrocities that human rights organisations blame rebels for. The racialisation of this conflict does not end with hatred of "Africans". Graffiti by rebels frequently depicted Gaddafi as a demonic Jew.According to African Union chairman Jean Ping, the "NTC seems to confuse black people with mercenaries,". Ping said that for the rebels, "All blacks are mercenaries. If you do that, it means (that the) one-third of the population of Libya, which is black, is also mercenaries. They are killing people, normal workers, mistreating them."[23]

In some cases misidentifications have been reported. Peter Bouckaert reported one case of captured soldiers in Bayda who seemed to be from southern Libya.[24] Libya has a significant black population that could be mistaken for mercenaries but are actually serving in the regular army.[25] Also, many Chadian soldiers who fought for Gaddafi in past conflicts with Chad were given Libyan citizenship.[25]
During his campaign for the Presidency, in December, 2007, Barack Obama told The Boston Globe that "The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation."

Roosevelt knew this, and knew the only way in which United States countrymen would take arms and fight in Europe’s War was to be an overt action against the United States by a member of the Axis Power. Roosevelt also believed Hitler would not declare war on the United States unless he knew they were beatable. There are numerous accounts of actions by Roosevelt and his top armed forces advisors, which reveal they were not only aware of an attack by Japan, but also they were planning on it, and instigating that attack. On 7 October 1940, Lieutenant Commander Arthur H. McCollum, head of the Far East desk of the Office of Naval Intelligence, wrote the eight-action memo.
